Dr Smart earned a B.Sc. from the University of Guelph in 1980 and his Doctor of Optometry degree from the University of Waterloo in 1984. He has lived and practiced in Dawson Creek since 1985.
He has travelled with the Third World Eyecare Society to Peru, Zanzibar and the Phillipines to help provide eyecare and free glasses.
